Dr. Samuel Edson Bayon (PhD, Tourism & Hospitality Management; MSc, Marketing – Cranfield University, UK; Diploma in Marketing and a Chartered Marketer – Chartered Institute of Marketing, UK) is a distinguished academic, entrepreneur, and public-sector leader with over 38 years of experience spanning academia, business management, and international trade development.
He is currently the Chairman of the Local Government Service Commission (LGSC) of Sierra Leone, where he leads major reforms in human resource management, decentralisation, and institutional governance across 22 local councils. His leadership philosophy integrates academic rigour with practical governance and private-sector innovation.
Dr. Bayon is also the Founder and Executive Chairman of TaluLink Oil & Commodities Brokerage Ltd., a UK-registered company specialising in global oil and commodity sourcing, connecting verified buyers and sellers through trusted, compliant, and transparent brokerage systems.
